You can pretty much ignore the one-layered Jellies at the center of the playing field. What you should be focusing on are these two things.
First, the most difficult bit about this level, is clearing the Licorice Locks and the two-layered Jellies underneath them. You could clear them slowly using special candies, but that will take too many moves. The only viable way to clear them is with a Color Bomb + Striped candy combination.
The Color Bomb + Striped candy combination also helps with the second thing you have to focus on, popping the kernels and clearing the two-layered Jellies underneath them. Since kernels can only be popped when they’re hit by special candies, you have to make special candies that will hit them and the aforementioned combination will do just that.
Luckily, making special candies should be easy with only candies of four colors on the playing field.
Match candies near the bottom of the playing field as often as you can. Doing this will shift the largest amount of candies, hopefully start a chain reaction and create new opportunities to make special candies. While matching candies at the bottom it can be easy to ignore making special candies at the top of the playing field. So pause after every move and glance at the entire playing field to see whether you can make special candies.
